Recently, the National Intellectual Property Administration issued the “Implementation Plan for the Public Service Inclusive Project of Intellectual Property (2023-2025)”, injecting new vitality into China’s intellectual property field. The plan clearly proposes to achieve inclusive and open access to intellectual property data, metaphorically describing intellectual property information as a gold mine, emphasizing the full realization of its strategic value and strengthening dissemination and utilization.

Wang Peizhang, Director of the Public Service Department of the National Intellectual Property Administration, stated at a special news conference, “The inclusive and open access to intellectual property data is one of the important objectives of implementing the public service inclusive project of intellectual property and is also an important foundation for effectively utilizing intellectual property data.”

Up to now, the National Intellectual Property Administration has made significant progress in the opening of intellectual property data. It has comprehensively opened basic data such as patents, trademarks, geographical indications, and integrated circuit layout designs, while optimizing and upgrading the intellectual property data service system to improve data supply efficiency. This year, four new types of geographical indication data have been added, increasing the number of open data types to 59, basically achieving the principle of opening up all basic intellectual property data.

To continuously enhance the openness of data, the National Intellectual Property Administration has also revised the Measures for the Management of Data Resources, implementing list-based classification and hierarchical management of intellectual property data resources, and clarifying the goal of “open sharing as the principle, and non-sharing as the exception.” This measure emphasizes data openness while strengthening data security protection.

Intellectual property data has important value in strategic decision-making, intelligence clues, and commercial applications. The Implementation Plan mentions that in order to better support national strategic scientific and technological strength and regional key industrial innovation development, it will strengthen the deep excavation and analysis of intellectual property information and assist research teams in optimizing research and development paths, improving the starting point of research and development, optimizing patent layout, enhancing technology transfer efficiency, and avoiding intellectual property risks.

In addition, to strengthen support for rural revitalization through intellectual property public services, the Implementation Plan proposes to actively carry out information public services to promote the patentization of agricultural technologies, industrialization of patented technologies, branding of agricultural products, and rural revitalization through geographical indications, and conduct information query and retrieval and other public services.

Wang Peizhang stated that in the future, the National Intellectual Property Administration will continue to promote the construction of the national intellectual property protection information platform, expand the supply of intellectual property standardized data, formulate and improve electronic certificate standards related to intellectual property, strengthen the interconnection between data service platforms and national integrated e-government service platforms, promote the cross-departmental and cross-industry sharing of intellectual property data, and enable intellectual property data to be effectively utilized in a wider range and better play its strategic value.

These series of measures mark the beginning of a new era for the opening of intellectual property data in China, providing broader data support and development space for fields such as scientific research, industrial innovation, and agricultural development.
