The inaugural plenary session of the Special Action Mechanism for Promoting the Transformation and Utilization of Patents was grandly held in Beijing on November 9th. The Director of the National Intellectual Property Administration presided over the meeting and delivered a speech. During the meeting, the working rules, task assignments, and specific implementation details were deliberated and approved.

The assembly highlighted the high-level concern of the CPC Central Committee and the State Council for the work of patent transformation and utilization, with General Secretary personally issuing a series of important instructions. At the executive meeting of the State Council, the Premier led the review and approval of the “Special Action Plan for Patent Transformation and Utilization (2023-2025).” Vice Premier put forward clear and specific requirements for patent transformation and utilization.

The meeting emphasized the historical significance of the special action from the strategic perspective of the overall development of the Party and the state. It focused on promoting the industrialization of a group of high-value patents, enhancing patent quality, and strengthening policy incentives. The aim is to actively tackle key challenges in patent transformation and utilization, stimulate innovation enthusiasm and conversion momentum of various entities, and ensure that patent achievements are rapidly transformed into actual productivity.

The meeting stressed the need for concerted efforts from all member units of the mechanism to truly achieve substantive results in promoting the special action. It called for enhanced coordination, concerted efforts, concentrated tackling of challenges, and ensuring tangible benefits from the special action. All units should promote the special action together according to their respective tasks and responsibilities, making a satisfactory start. It also emphasized the use of coordination mechanisms to strengthen communication and coordination between departments and form a strong work synergy. At the same time, it urged timely follow-up to address various difficulties and problems encountered by departments in promoting the special action.

At the meeting, the Deputy Director of the National Intellectual Property Administration elaborated on the preliminary work and document formulation of the special action mechanism. Member units of the mechanism exchanged in-depth views on the working rules, task assignments, and specific implementation measures of the mechanism.

The entire mechanism is led by the National Intellectual Property Administration and comprises 21 member units, including the National Development and Reform Commission, the Ministry of Education, and the Ministry of Science and Technology. This process not only marks a comprehensive deployment of the special action but also signifies the joint cooperation and coordinated advancement of various departments. The meeting was not merely a routine gathering but rather a grand event for in-depth planning and substantive promotion of the special action for patent transformation and utilization.
